# Water Conservation Rebate Tax Parity Act

Right now, if your utility company or local government gives you money to help you save water, install a rainwater system, or upgrade your septic tank, you might have to pay taxes on that rebate. This bill changes that by making those rebates tax-free, just like energy conservation rebates already are.

Here's what this means in practical terms: Say your water company offers you a $500 rebate to install a low-flow toilet or fix a leak. Currently, the IRS might consider that $500 as income you have to report and pay taxes on. Under this bill, you wouldn't owe taxes on it. The same goes for rebates from your city or county for installing rain gardens, permeable pavement to reduce flooding, or upgrading your septic system. These would all become tax-free benefits, making it cheaper for homeowners to invest in water-saving improvements.

The bill applies to rebates from water utilities, storm water management providers, and state or local governments. It covers three types of improvements: water conservation measures (like efficient fixtures and leak detection), storm water management (like systems to prevent flooding), and wastewater management (like septic tank upgrades). The key catch is that wastewater improvements only qualify if they're for your primary residence, though the other two types can apply more broadly.

This change takes effect retroactively for rebates received after December 31, 2021, meaning people who already received these rebates might be able to adjust their taxes. The goal is to encourage more people to make water-saving improvements by removing the tax penalty that currently makes these rebates less attractive than energy conservation incentives.
