So if you're a rideshare driver, freelancer, or someone who gets paid through digital payment apps, you'd need to hit both the $20,000 and 200-transaction marks before the IRS gets notified. If you only hit one of those thresholds—say you have $25,000 in income but only 150 transactions—the platform won't have to report it.

The bill also affects something called "backup withholding," which is when the IRS requires payment platforms to automatically take a percentage of your money if you haven't provided a tax ID or if you've underreported income in the past. The new rule would prevent that automatic withholding from happening unless you cross both the $20,000 and 200-transaction thresholds. However, there's an exception: if you were already reported to the IRS in the previous year, the withholding rules would still apply to you going forward, even if you fall below the thresholds in the current year.
