This bill would ban members of Congress, their spouses, and their dependent children from owning or trading individual stocks, bonds, commodities, and other securities. Essentially, it prevents these individuals from buying and selling stocks like regular investors do. The goal is to eliminate situations where members of Congress might make investment decisions based on inside information they learn through their work in government, or where their personal financial interests could influence how they vote on legislation.

The ban would apply to most types of investments but includes some exceptions. Members of Congress could still own diversified investment funds like mutual funds and index funds, U.S. Treasury bonds, retirement accounts, and small business interests (as long as they don't create conflicts of interest). They could also keep Alaska Native Settlement stock and continue receiving investment income from their spouse's primary job. The idea behind these exceptions is that diversified funds spread risk across many companies, so a member wouldn't benefit from pushing legislation that helps just one specific company.

Current members of Congress would have 180 days to sell off their individual stocks and securities after the bill becomes law, though they'd get five years to divest from more complex investments like hedge funds. New members would have 90 days to divest when they take office. Anyone who violates this rule could face civil penalties of up to $100,000 per violation. The bill also includes a tax break: when members are forced to sell investments to comply with this law, they won't have to pay taxes on any profits from those sales if they reinvest the money in allowed investments within 60 days.
