# Understanding the BLOC Act

The notification requirement only applies if three conditions are met: the person is confirmed to be unlawfully present, Homeland Security already notified local authorities about their status at least 48 hours before release, and the person has been held for at least 48 hours. Any jurisdiction that doesn't have a law or policy requiring this notification would lose access to federal money for infrastructure projects like highway repairs, construction, and other transportation improvements.

The practical impact would be significant for local governments. Cities and counties that don't comply would see federal transportation funding dry up, potentially affecting road maintenance, bridge repairs, and other infrastructure projects that communities depend on. This creates pressure on local law enforcement and jails to become involved in federal immigration enforcement, even though many local police departments have historically kept their distance from immigration matters to maintain community trust. The bill gives jurisdictions one year from when it becomes law to set up these notification systems or face losing federal transportation dollars.
