# Arsenal Workload Sustainment Act: What It Does

This bill creates a five-year pilot program designed to keep America's government-owned military factories and arsenals busier and more financially stable. Right now, the Army owns and operates several factories that make military equipment, but they don't always have enough work to keep them running at full capacity. This bill tries to fix that problem by giving those government-owned arsenals a competitive advantage when the military buys weapons and equipment.

Here's how it works in practice: When the Department of Defense is deciding which company to buy something from, they'll now favor companies that partner with government-owned arsenals. This makes it cheaper on paper to use the government arsenal, encouraging private contractors to team up with these public factories. The bill also gives extra preference to companies that use the Army's Advanced Manufacturing Center and ensure that at least 25 percent of the work is done by government employees.

Arsenal Workload Sustainment ActThis bill requires the Department of Defense (DOD) to establish a five-year pilot program to give preference to any procurement action or solicitation with a non-public partner that uses a government-owned and operated arsenal of the Department of the Army in any type of contractual agreement with the government. Under the program, DOD must add 20% to the price of the bid of non-public partners that do not use a government-owned arsenal.DOD must also give preference to non-public partners that utilize the Advanced Manufacturing Center of Excellence of the Army and ensure not less than 25% of the activities under the partnership are performed by DOD employees.
