# Block Organ Transplant Purchases from China Act of 2025

This bill prevents Americans from getting organ transplants from China and bans insurance coverage for those transplants. Starting January 1, 2026, health care providers cannot perform organ transplants that either happen in China or use organs not obtained through the official U.S. organ donation system. The bill also blocks Medicare, Medicaid, and private health insurance from paying for these transplants or any related medical care—like follow-up appointments, lab tests, or medications—unless that care is needed to save someone's life after they've already received the transplant.

The bill defines "organs" broadly to include kidneys, livers, hearts, lungs, pancreases, bone marrow, corneas, eyes, bones, intestines, and other complex tissue grafts. It applies to any transplant that doesn't go through the Organ Procurement and Transplantation Network, which is the official U.S. system that manages organ donation and allocation. This means the ban covers both transplants performed in China and any transplants using organs obtained outside the legitimate U.S. donation system, regardless of where the surgery happens.

Health care providers who violate this law face serious consequences. They can be criminally prosecuted and face up to two years in prison, plus fines. They can also be sued and ordered to pay three times the cost of the transplant or related services. The bill essentially makes it illegal for American doctors to perform these transplants and illegal for insurance companies to pay for them, creating a complete barrier to this type of medical procedure in the United States.
