# Housing Supply and Affordability Act

This bill creates a federal grant program to help states, cities, and other local governments develop and carry out plans to build more housing and make it more affordable. The Department of Housing and Urban Development would distribute up to $300 million per year for five years to communities that apply for these grants.

The program works in two stages. First, communities can get planning grants to study their housing situation and figure out what policies might help. They'd use this money to analyze how many homes they need, look at current housing costs, and talk with residents and local experts about solutions. Then, communities that have already created a housing plan can apply for implementation grants to actually put those plans into action. To qualify, communities must show they have rising housing costs or expect them to rise, and that they don't have enough homes being built to meet demand. At least 10 percent of the money must go to rural areas.

The bill encourages communities to focus on practical solutions like changing zoning rules to allow more types of housing, speeding up building permits, repurposing old buildings for homes, and providing financial help for affordable housing projects. It also emphasizes that communities should work with local groups and residents to make sure new housing doesn't push out people who already live there. Communities that receive grants must match the federal money with their own funds, though the government can reduce this requirement for poorer areas. The bill also requires grant recipients to report back on their progress and results, and the federal government will study what strategies work best to share lessons learned with other communities.

Housing Supply and Affordability Act This bill allows the Department of Housing and Urban Development to award grants to states, local governments, Indian tribes, and Native Hawaiian organizations for the development and implementation of housing policy plans. These plans must increase the housing supply while avoiding resident displacement, increase housing affordability, and reduce barriers to housing development. The amounts provided by the bill are designated as an emergency requirement pursuant to the Statutory Pay-As-You-Go Act of 2010 (PAYGO) and the Senate PAYGO rule. (This excludes the budget effects from being counted for the purposes of enforcing the PAYGO rules.)
