# Small Business Transportation Investment Act of 2025

This bill creates a new program that lets small transportation companies buy vehicles from the federal government at the same discounted prices that government agencies currently get. Right now, the General Services Administration (GSA) buys vehicles in bulk for federal agencies and state and local governments, which lets them negotiate better prices. This bill opens that same buying power to small businesses that operate taxis, rideshare services, shuttles, medical transport, or other for-hire ground transportation services.

Here's how it works in practice: A small taxi company or medical transport service could purchase vehicles through the federal supply system instead of buying them retail, potentially saving money on newer, more fuel-efficient cars. The program is set up as a three-year pilot to test whether this actually helps small transportation businesses. There's a cap of 50 vehicles per company per year to prevent any single business from dominating the program. The idea is that by helping these small businesses modernize their fleets with newer vehicles, they'll save money on fuel and maintenance while also reducing pollution.

However, there are strings attached. Any business that buys vehicles through this program must use them for ground transportation for at least two years. If they sell a vehicle before that two-year period ends, they have to pay back the difference between what they paid and what the vehicle is worth on the open market. Additionally, for every five vehicles a company buys, they must donate one to a local nonprofit organization once it's no longer needed for transportation service. This requirement ensures that the program benefits the broader community, not just the participating businesses.

The government will track how well this program works by collecting data on participation, cost savings, and environmental improvements. After three years, Congress will get a final report recommending whether to make this permanent or expand it further.
