# Understanding the Countering Transnational Repression Act of 2025

This bill creates a new government task force specifically designed to track and stop foreign governments from targeting people living in the United States. This might include surveillance, harassment, threats against family members, or worse. The bill requires the working group to produce annual reports to Congress detailing how many incidents occurred, which countries were involved, and what the government did to stop them. These reports will be made public (though sensitive information about ongoing investigations can be kept secret). The working group will exist for seven years, after which Congress can decide whether to continue it. Importantly, the bill includes protections to ensure the group doesn't violate anyone's constitutional rights or free speech—it's specifically designed to target foreign government actions, not to monitor Americans exercising their rights to speak or protest.
