If you have federal student loans, this bill would give you a powerful new tool: the ability to lower your interest rate whenever current rates drop. Right now, if you took out a student loan when interest rates were high, you're stuck paying that higher rate for the entire life of the loan. This bill would change that by letting you refinance your loan to whatever the current interest rate is at any time you want.

Here's how it would work in practice. Say you borrowed $30,000 for college when federal student loan rates were 6.5 percent. Five years later, rates drop to 4 percent. Under this bill, you could refinance your loan and lock in that lower 4 percent rate for the rest of your repayment period. You could do this multiple times throughout your loan's life whenever rates become more favorable, though you'd have to wait at least six months between refinancing attempts. Once you pick a new rate, it stays fixed—it won't go up or down after that.

The bill applies to the most common federal student loans: regular Stafford loans, unsubsidized Stafford loans, PLUS loans (parent loans), and consolidated loans. Essentially, if you have federal direct loans, you'd be eligible. This could save borrowers thousands of dollars over time, especially during periods when interest rates fall significantly. The main catch is that this would only work if Congress passes the bill and it becomes law—right now it's just a proposal that would need to go through the legislative process.

Student Loan Refinancing Act This bill allows a borrower of a Federal Direct Loan to modify the interest rate on the loan to the current applicable rate. The interest rate shall be fixed for the life of the loan, unless the borrower elects to modify it again.
