This bill is designed to pressure Pakistan's military leadership to restore democratic rule and stop imprisoning political opponents. Specifically, it targets General Asim Munir, Pakistan's Chief of Army Staff, and other Pakistani officials involved in what the bill describes as wrongful detention of political prisoners, particularly former Prime Minister Imran Khan. The main tool the bill uses is sanctions—essentially punishments that make it harder for these individuals to operate internationally.

The practical impact is that within six months of the bill becoming law, the U.S. State Department and Treasury Department must impose sanctions on General Munir under existing human rights laws. This means freezing any assets he might have in the United States and blocking him from doing business with American companies or financial institutions. Additionally, the bill requires the President to identify other Pakistani military and government officials involved in imprisoning political opponents and ban them from entering the United States. If these officials already have visas, those visas get revoked immediately. There is an escape hatch built in: the President can waive these sanctions if Pakistan restores civilian democracy and releases all wrongfully detained political prisoners.
