# Understanding the Unity through Service Act of 2025

This bill creates a new government council designed to boost recruitment and participation in military service, national service programs like the Peace Corps, and government jobs. Think of it as establishing a coordination center where different federal agencies can work together to encourage Americans to serve their country in various ways.

The core of the bill sets up an Interagency Council on Service made up of representatives from major government departments like Defense, State, Labor, Education, Veterans Affairs, and others. This council will meet at least quarterly to develop joint recruitment strategies, share best practices, and coordinate messaging across different service programs. Instead of each program recruiting separately, they'll now work together to identify common outreach opportunities and create unified campaigns. The council will also prepare reports every four years outlining trends in service opportunities and recommending ways to improve recruitment and marketing.

The bill makes several practical changes to help people transition between different types of service. For example, military members leaving active duty will now receive information about national service opportunities, and people completing national service programs will learn about military and government job options. The Department of Defense, Peace Corps, and national service programs are also allowed to share information and run joint advertising campaigns together, which they previously couldn't easily do. Additionally, military transition assistance programs will now include information about federal government careers as an employment option for veterans.

The bill requires no new funding—agencies must use existing budgets to implement these changes. Congress will receive reports every four years on how well the coordination is working, including data on how many people move between different types of service and whether joint recruitment efforts are expanding participation. The Government Accountability Office will also evaluate the law's effectiveness after two and a half years.
