# Understanding the Prescription Drug Monitoring Act of 2021

This bill requires doctors and pharmacies to use state prescription drug monitoring programs (PDMPs) more actively to track controlled medications, particularly painkillers and other drugs with abuse potential. Right now, many states have these monitoring systems in place, but doctors and pharmacies don't always use them consistently. This bill would make checking these systems mandatory before prescribing certain medications and would require pharmacies to report what they dispense much faster than they currently do.

Here's what would actually change: Before a doctor prescribes painkillers or other controlled substances in schedule II, III, or IV categories, they'd have to check their state's PDMP database to see what medications that patient has already received from other doctors or pharmacies. They'd need to do this check before starting treatment and then every three months while the patient continues taking the medication. Pharmacies would have to report each prescription they fill within 24 hours instead of waiting days or weeks. This creates a real-time picture of who's getting what medications across the state, making it much harder for someone to doctor-shop or accumulate dangerous quantities of pills from multiple sources.

The bill also requires state PDMPs to actively analyze the data they collect and alert doctors when they spot suspicious patterns—like a doctor prescribing unusually high amounts of opioids compared to peers in their specialty. States would also have to share this data with each other so the system works across state lines. If states don't comply with these requirements, they could lose federal funding that currently supports their monitoring programs. The goal is straightforward: catch prescription drug abuse and addiction earlier by making it nearly impossible for people to hide their medication history from healthcare providers.

Prescription Drug Monitoring Act of 2021 This bill imposes, as a condition on certain federal funding for the Prescription Drug Monitoring Program (PDMP), additional notification and reporting requirements concerning prescriptions for potentially addictive drugs. States or territories that receive this funding must require <ul> <li>prescribers to consult the PDMP before starting treatment with such drugs, and</li> <li>dispensers to report within 24 hours to the PDMP each time they fill a prescription for such drugs.</li> </ul> In addition, the state agency administering a PDMP must analyze reported data for patterns of prescription drug misuse or abuse and provide certain information to prescribers, law enforcement, the public, and other states and territories.
