# The Kairo Act of 2025: What Parents Need to Know About Childcare Safety

This bill requires childcare providers that receive federal funding to give parents a detailed "bill of rights" that spells out exactly what information and access they're entitled to. If your child attends a daycare center, family childcare home, or Head Start program that gets any federal money, this law would apply to that facility.

The main requirement is that childcare providers must give parents a written document within 45 days (or by the child's first day, whichever comes first) explaining their rights. These rights include getting contact information for your state's child abuse hotline and the agency that investigates abuse claims, accessing your state's online database of inspection reports for the facility, and reviewing your child's records kept by the provider. Parents would also be able to request inspection reports and compliance history information directly from the facility. If the childcare center has video cameras and there's an alleged incident of abuse or neglect involving your child, you'd have the right to see that video within two business days—though you couldn't keep footage showing other people's children.

The bill also requires providers to share their policies, staff training records, and training materials with parents upon request. Importantly, it protects parents from retaliation if they exercise any of these rights. The law includes a provision ensuring that law enforcement and child protective services can still access videos during investigations without these restrictions. Federal agencies have 30 days to notify all childcare providers receiving federal funding about these new requirements, and the law takes effect 30 days after it's signed into law.
