# Next Generation Pipelines Research and Development Act

This bill creates a federal program to develop and test new technologies for America's pipeline systems. Think of it as a research initiative designed to make pipelines safer, more efficient, and better at detecting problems before they become serious.

The bill establishes three main components working together. First, it creates a demonstration initiative that will fund real-world projects testing new pipeline technologies. These projects will focus on things like better leak detection systems, stronger materials that resist corrosion, advanced sensors that monitor pipeline health in real-time, and computer systems that can predict when pipes might fail. The government will award grants to universities, private companies, nonprofits, and research labs to build and test these technologies. The program will receive $45 million in 2026 and $50 million annually through 2030 to support these demonstration projects.

Second, the bill establishes a joint research program involving the Department of Energy, the Department of Transportation, and the National Institute of Standards and Technology. These agencies will work together on early-stage research into new pipeline materials and technologies that aren't yet ready for real-world testing. This prevents duplication of effort and ensures different government agencies coordinate their work. Third, the bill creates a National Pipeline Modernization Center that will serve as a hub for collaboration between government researchers and industry, helping turn laboratory discoveries into products that companies can actually use.

The bill also requires the government to prioritize projects that benefit rural and underserved communities, test different types of fuels (including hydrogen and carbon dioxide in addition to natural gas), and leverage existing pipeline infrastructure rather than requiring entirely new systems. The program is designed to sunset after five years, meaning Congress would need to reauthorize it if they want it to continue beyond 2030.
