# Understanding the Educational Opportunity and Success Act of 2025

This bill makes changes to the Federal TRIO programs, which are government initiatives designed to help low-income students and first-generation college students succeed in higher education. Think of TRIO as a support system that helps students from disadvantaged backgrounds prepare for college, get into college, and complete their degrees.

The bill increases funding for these programs and makes it easier for organizations to receive grants to run them. It raises the minimum amount of money that programs must receive from the government—bumping up some funding floors from $200,000 to $220,000 and from $170,000 to $190,000. More importantly, it sets aside $1.1 billion for fiscal year 2025 to support these programs nationwide. The bill also makes the application process for grants fairer by preventing the government from rejecting applications over minor formatting issues or small math errors in budgets. If an organization makes a typo in their budget, they now get a chance to fix it before their application is rejected.

The bill expands who can participate in these programs by making it easier to qualify as a low-income student. Students who receive federal Pell Grants (need-based financial aid) or who attend schools with high percentages of economically disadvantaged students can now participate. It also increases the monthly stipends (cash payments) that students can receive while participating in programs—for example, raising payments in the Upward Bound program from $60 to $90 per month. Additionally, the bill adds new requirements for what these programs should help students accomplish, including helping them complete financial aid applications and college admissions forms, which are critical steps many low-income students struggle with.

Educational Opportunity and Success Act of 2025This bill reauthorizes through FY2030 and otherwise revises TRIO programs. (These outreach and student-services programs identify and provide services to students from disadvantaged backgrounds.)Among other revisions to the programs, the bill<ul><li>prohibits the Department of Education (ED) from rejecting TRIO grant applications based on certain errors;</li><li>requires ED to provide additional technical assistance to interested grant applicants;</li><li>revises the outcome criteria for measuring the quality and effectiveness of the programs, including those programs specifically designed for veterans;</li><li>allows program administrators to use a student's most recent Free Application for Federal Student Aid (FAFSA) to determine TRIO program eligibility; and</li><li>increases the maximum stipend for students participating in the Upward Bound Program or the Ronald E. McNair Postbaccalaureate Achievement Program.</li></ul>
