The catch is that you can only transfer up to a certain limit (currently around $3,300 for individual coverage, or double that for family coverage), and you can only do this once when you're establishing coverage under a high-deductible plan after not having one for a while. After you make the transfer, your FSA or HRA would need to change its rules for the rest of that year so it doesn't conflict with HSA requirements.

The bill also requires employers to report these transfers on employees' W-2 forms so the IRS can track them. The changes take effect for transfers made after December 31, 2025.
