# The Cool Roof Rebate Act of 2025

This bill creates a federal rebate program that gives money back to homeowners who install "cool roofs"—roofs designed to reflect more sunlight and heat away from buildings. The Department of Energy would run the program and offer rebates based on how reflective the roof material is, with the goal of helping people reduce their cooling costs and combat urban heat.

Here's how it works in practice: If you own a home in a hot area and your household income is below 200 percent of your area's median income, you could qualify for a rebate when you install an eligible cool roof product. The rebate amount depends on your roof type and how reflective the material is. For flat roofs, you'd get either 25 cents or 75 cents per square foot depending on the reflectivity level. For pitched roofs (like traditional sloped roofs), the amounts vary—asphalt shingles get different rates than other materials. On a typical 2,000 square foot roof, this could mean anywhere from $500 to $1,500 back in your pocket. You can also stack this rebate with other government programs or incentives you might qualify for.

The program runs through September 2030 and has $25 million per year budgeted for it. The bill specifically targets lower-income households in areas that experience significant heat and health risks, recognizing that these communities often suffer most from extreme heat. The government will also spend $600,000 updating a "Cool Roof Calculator" tool to help people figure out their potential savings. After the program ends, the Department of Energy has to report back to Congress on what products people bought and whether they were replacing old roofs or installing new ones.
