# First Responder Access to Innovative Technologies Act

This bill makes it easier for police departments, fire departments, and other emergency services to buy new equipment and technology that hasn't been officially approved by national standards yet. Right now, when first responders want to purchase gear using federal grant money, they often have to stick to equipment on an official "approved list." This bill creates a formal process that lets them request exceptions to buy newer or more innovative equipment if they can explain why they need it.

The key change is that emergency services can now apply to use their federal grants for equipment that doesn't meet standard requirements, as long as they justify their request. When reviewing these requests, the Department of Homeland Security has to consider several factors: whether the military or other federal agencies already use the equipment, whether there's a gap in available technology, if international standards exist for it, and most importantly, whether the new equipment will actually work better for that specific department's needs than what's currently approved. This gives first responders more flexibility to adopt cutting-edge tools without being locked into outdated equipment lists.

The bill also requires the Department of Homeland Security's Inspector General to report back to Congress within three years about how this new process is working. They'll track how many requests come in, which ones get approved or denied, and how long the review process takes. This accountability measure helps ensure the system doesn't get abused while still giving emergency services the freedom to innovate and address real gaps in their capabilities.

First Responder Access to Innovative Technologies Act This bill directs the Federal Emergency Management Agency (FEMA) to implement a uniform process for reviewing applications for certain anti-terrorism grants to urban areas and state, local, and tribal governments. Specifically, the uniform review must be done for grant applications requesting to purchase first responder equipment or systems that do not meet or exceed any applicable national voluntary consensus standards.
