# Plain Language Summary: SAFE Supply Chains Act

This bill requires the Department of Defense to buy computer equipment and technology products only from the original manufacturers or from authorized sellers who have permission from those manufacturers. Right now, the military can buy these products from various middlemen and resellers, but this law would cut off that practice. The goal is to reduce security risks by ensuring the military knows exactly where its technology is coming from and can verify that products haven't been tampered with or compromised before reaching military hands.

The bill applies to things like computers, servers, networking equipment, and the software that runs on them—basically any information technology hardware the military uses. It does not apply to everyday products that happen to have computer chips in them, like a refrigerator or a car. The restriction takes effect one year after the law passes, giving the military and tech companies time to adjust their supply chains. There are narrow exceptions: the military can still buy from other sources if they're doing legitimate scientific research or if buying from authorized sources would seriously harm military operations. When they use these exceptions, they have to notify Congress and explain why.

To help companies adapt, the bill requires the Defense Department to provide guidance on how businesses can become authorized resellers if they currently aren't. The military will also have to report to Congress every year for six years, explaining how many times they had to use the exceptions and what they're doing to reduce their reliance on them. The bill doesn't require any new government spending—it just changes how existing defense budgets are spent on technology purchases.
