# Understanding the Veteran Suicide Prevention Bill

This bill creates a new program to help military members transition to civilian life in a way that could prevent veteran suicides. Right now, when service members leave the military, they go through a transition assistance program that helps with job training and benefits. This bill adds mental health support to that existing program, specifically designed to catch people who might be at risk during those critical first months after leaving the military.

Here's what the program would actually do: At least ten military transition centers across the country would offer a three-hour session led by a social worker where service members learn about the real challenges they'll face as civilians—things like losing their military community, struggling with their identity, dealing with isolation, or managing conditions like PTSD or traumatic brain injury. The social worker would also give them contact information for VA mental health services in their new hometown. Importantly, service members would submit their medical records to the VA even if they don't plan to file a disability claim, so the VA has their information ready.

After someone leaves the military, a VA social worker would reach out within 90 days to schedule a follow-up appointment. During that appointment, the VA would assess what the person experienced during service that might cause mental health problems and create a treatment plan if needed. The whole pilot program would run for five years, and the Defense Department and VA would report to Congress every six months on whether it's actually working to reduce veteran suicides. If it shows promise, they could expand it or keep it going longer.

Harvey Jr. and Adam Lambert Improving Servicemember Transition to Reduce Veteran Suicide Act This bill requires the Department of Defense (DOD) and the Department of Veterans Affairs (VA) to jointly implement a five-year pilot program to assess the feasibility and advisability of providing specified counseling and services as part of the Transition Assistance Program for members of the Armed Forces as a means of reducing the incidence of suicide among veterans. Specifically, the pilot program would involve a three-hour counseling module and the provision of contact information for a counseling or similar facility in the locality where the veteran intends to reside. Additionally, the participating veterans must submit medical records in connection with their service in the Armed Forces, regardless of whether they intend to file a claim for benefits for a service-connected disability. Under the program, a social worker or behavioral health coordinator from the VA must contact the veteran within 90 days after the member is discharged or released from service to schedule a follow-up appointment. At least 10 DOD Transition Assistance Centers must be jointly selected to carry out the pilot program.
