# Small Modular Reactor Commercialization Act of 2025

This bill is designed to help smaller nuclear reactors become more practical and competitive in the U.S. energy market. Right now, nuclear reactors are typically massive facilities that take decades to build and cost billions of dollars. Small modular reactors (SMRs) are a newer technology that are supposed to be cheaper, faster to build, and flexible enough to power everything from small towns to industrial facilities. This bill removes some regulatory barriers to make that happen.

The core change involves updating the official definition of what counts as a "small" modular reactor. Currently, the government caps these at 300 megawatts of electrical output. This bill raises that limit to 500 megawatts, allowing newer, more efficient reactor designs to still qualify for support and favorable treatment. Think of it like updating a size category—if technology has improved and reactors can now be bigger while still being "small" compared to traditional nuclear plants, the rules should reflect that reality. The bill also allows the government to fund up to 1.5 gigawatts of total capacity from these smaller reactors, up from the previous 1.3 gigawatt limit.

The bill also creates a working group made up of officials from the Department of Energy, Defense, State, Commerce, Interior, Treasury, and the Nuclear Regulatory Commission. This group's job is to figure out how to make the U.S. the best place in the world to manufacture and deploy these reactors. They'll look at workforce training, manufacturing capabilities, and policy changes needed to attract companies to build these reactors here rather than overseas. The group will report back to Congress every year through 2030 with recommendations.
