The bill creates new federal tools to prosecute these criminals and establishes a coordination center to help law enforcement agencies work together against these organized theft groups.

The core issue is that theft from retail stores and cargo shipments has exploded in recent years. According to the bill, retail theft incidents jumped 93 percent between 2019 and 2023, with the average dollar loss per theft rising 90 percent. These aren't random shoplifters—they're organized criminal groups that steal products systematically and resell them through both physical stores and online marketplaces. The bill notes that over 84 percent of retailers report increased violence and aggression from these theft operations, putting employees and customers at risk. Beyond retail, cargo theft has also surged, with thieves stealing an average of $202,000 per incident from trucks and shipping containers.

The bill makes two main changes to federal law. First, it expands federal prosecutors' ability to charge people involved in organized theft rings. Currently, federal law has strong tools for prosecuting cargo theft and stolen goods trafficking, but the bill strengthens these by allowing prosecutors to count multiple thefts across a 12-month period to reach federal prosecution thresholds, making it easier to charge organized groups rather than individual thieves. It also adds new payment methods like gift cards and prepaid cards to money laundering laws, targeting how these criminals convert stolen goods into cash. Second, the bill creates a new federal coordination center within the Department of Homeland Security to bring together federal, state, and local law enforcement to share information about organized theft groups and coordinate investigations. This center will also work with retailers and shipping companies to help them prevent losses.
