# Hospital Adoption Education Act of 2025

This bill asks the federal government to create and share educational materials to help hospital workers better understand adoption and how to support people considering it. Right now, nearly 98 percent of nurses receive no training on adoption-related issues, even though hospitals are places where many people first consider adoption—especially pregnant women facing unexpected pregnancies. The bill recognizes that people trust hospitals and doctors for health information, so it makes sense to equip hospital staff with accurate, helpful resources about adoption as an option.

The bill directs the Department of Health and Human Services to develop educational resources for hospital and birthing center workers, including online materials and training programs. These resources would cover adoption sensitivities and best practices for talking with expectant mothers and adoptive families. The department would create a committee of adoption experts, social workers, maternal health specialists, and other professionals to develop these materials. The goal is to ensure that when hospital staff interact with pregnant women or families interested in adoption, they can provide balanced, non-judgmental information and support.

The bill also funds grants to nonprofit organizations that specialize in adoption education to provide training directly to hospitals and birthing centers. These organizations would teach care providers how to support patients considering adoption, parenting, or kinship care options. The bill specifically requires that grant recipients remain neutral—they cannot be adoption agencies themselves, cannot push any particular outcome, and must provide objective information. After three years, the government would evaluate how many hospitals implemented this training and how many healthcare workers received education through the program.

In practical terms, this means that if you're a pregnant woman considering adoption, you'd be more likely to encounter hospital staff who understand your situation and can discuss your options respectfully. For adoptive families, it means hospital workers would be better prepared to support you. The bill authorizes $5 million in funding from 2026 through 2029 to make this happen.
