This bill protects a large network of rivers and creeks in southwestern New Mexico by designating them as part of the National Wild and Scenic Rivers System. The bill also transfers about 440 acres of land from the U.S. Forest Service to the National Park Service to expand the Gila Cliff Dwellings National Monument, which protects important archaeological sites in the area.

Ranchers can keep their grazing permits, farmers and communities can maintain their water rights and irrigation systems, and mining operations that already exist can continue operating outside the protected river areas. Native American tribes retain their hunting, fishing, and cultural rights in these areas. The bill even allows for fish habitat restoration projects, like building barriers to help protect endangered species like the Gila Trout, as long as these projects don't damage the rivers' natural character.

For most New Mexicans, this bill means these scenic river areas will remain largely undeveloped and available for recreation like hiking, fishing, and camping. It prevents new mining claims and mineral leases within the river corridors themselves, though existing mining operations aren't affected.
