This bill creates a new grant program to help local governments speed up the process of approving broadband infrastructure projects. The federal government has already invested over $42 billion in broadband expansion, but local zoning and permitting processes can slow down actual deployment. This bill addresses that bottleneck by offering competitive grants to cities, counties, and tribal governments that streamline their approval systems.

To qualify for these grants, local governments need to show they're ready to handle increased broadband applications by adopting faster review processes, using techniques like micro-trenching (a less disruptive way to lay cables), and keeping application fees reasonable and transparent. Once they receive funding, communities can use the money to hire and train staff, buy software and equipment, or set up remote work systems to process applications more efficiently.

The bill also establishes an advisory council made up of broadband companies, infrastructure providers, local government officials, and other stakeholders to identify and solve common challenges in getting broadband deployed to underserved areas. This council will report back to Congress within a year with recommendations. Essentially, the bill removes red tape at the local level so that the federal broadband investment can actually reach communities faster.
