# The PROSPER Act of 2025: What It Does

This bill creates a new federal grant program designed to help prevent gun violence among young people. The Attorney General would be authorized to give money to organizations that work with youth at highest risk of being involved in gun violence—either as victims or as people who might commit violence. The goal is to fund programs that help these young people avoid violence through support, mentoring, and community resources.

The types of organizations eligible to receive these grants include colleges and universities, community nonprofits, Native American tribal governments, and local government agencies (though not police departments). These groups would use the money to run prevention programs that focus on healing from trauma, building life skills like conflict management and leadership, connecting young people with counselors and mentors, and teaching families about firearm safety and safe storage. The programs are supposed to be culturally sensitive and tailored to the specific communities they serve.

To fund this program, the bill would set aside $25 million per year from 2026 through 2030 from existing juvenile justice funding. This is a relatively modest amount in the federal budget, but it would go directly toward youth-focused violence prevention work in communities. The bill emphasizes evidence-based approaches—meaning programs that research has shown actually work—rather than just trying random solutions. It also specifically includes support for young people who have already been exposed to gun violence or involved with the juvenile justice system, aiming to help them rebuild their lives and reduce the chances they'll be harmed or harm others.
