# Agent Orange Relief Act of 2025: What It Does

This bill addresses the long-term health consequences of Agent Orange, the toxic herbicide that the U.S. military sprayed over Vietnam, Laos, and Cambodia between 1961 and 1971. Between 2 and 5 million Vietnamese, Lao, and Cambodian people were exposed, along with tens of thousands of American soldiers. The chemical contained dangerous contaminants like dioxin and arsenic that caused serious health problems—cancers, birth defects, developmental disabilities, and other diseases—that have affected multiple generations of people exposed to it or born to exposed parents.

The main change this bill makes is expanding benefits for children of American male veterans who were exposed to Agent Orange. Currently, the Veterans Affairs system recognizes certain birth defects in children of female Vietnam veterans and provides them medical care and compensation. However, children of male veterans with the same birth defects get almost no help—only spina bifida is recognized. This bill removes that gender distinction, meaning children of male veterans with conditions like cleft palate, heart defects, clubfoot, and many others would now qualify for VA medical care and benefits, just like children of female veterans do. This change takes effect 30 days after the bill becomes law.

The bill also directs the government to help Vietnamese Americans affected by Agent Orange exposure. The Department of Health and Human Services would fund health assessments to determine how many Vietnamese Americans and their descendants suffer from Agent Orange-related conditions, and would establish treatment centers in areas with large Vietnamese American populations to provide medical care and counseling. Additionally, the VA would conduct research into how Agent Orange exposure affects multiple generations and survey veterans' children currently receiving care to ensure they're getting adequate treatment.

Both the VA and Health and Human Services have 18 months to develop implementation plans and begin providing these new services, with quarterly progress reports to Congress required after that.
