# Understanding the Strengthening Local Processing Act of 2025

This bill is designed to help small and medium-sized meat and poultry processing businesses get off the ground and stay competitive. Right now, many farmers and ranchers struggle to find local places to process their animals, and starting a small processing facility is incredibly expensive and complicated. This legislation tackles those problems head-on.

The bill starts by making it easier for small processors to understand and follow food safety rules. The government will create a free online database of scientific studies that small processors can use to develop their safety plans, plus publish template safety plans tailored to different types of operations—whether a facility only slaughters animals, only processes meat, or does both. The government will also publish clear guidance explaining exactly what small processors need to do to get their safety plans approved. These resources will save small businesses thousands of dollars they'd otherwise spend hiring consultants to figure out the rules.

The bill also increases federal funding for state inspection programs from 50 percent to 65 percent, which means states can afford to inspect more small processors. It expands a program called Cooperative Interstate Shipment that lets small processors sell across state lines—currently limited to businesses with 25 or fewer employees, but the bill raises that to 50 employees. The government will also actively recruit states that don't yet participate in this program to join, opening up new markets for small producers.

The real financial muscle comes from a new grant program offering up to $500,000 per small processor to help with startup and expansion costs. These grants can cover everything from building facilities and buying equipment to purchasing safety supplies, cold storage, and even developing business plans. For grants of $100,000 or less, recipients won't need to provide matching funds during the first two years, making it much more accessible for cash-strapped startups. The bill also funds training programs at community colleges and within processing facilities themselves to develop a skilled workforce. Over six years, the government will invest $20 million in processor grants and $10 million each in institutional and on-the-job training programs.

For everyday people, this means more local processing options, potentially lower costs for farmers and ranchers, and increased access to locally-raised meat products in communities that currently have few or no processing facilities nearby.

Strengthening Local Processing Act of 2025This bill revises provisions related to meat and poultry processing establishments, including by establishing grants and a database&nbsp;to assist smaller establishments (i.e., at least 10 but fewer than 500 employees) and very small establishments (i.e., fewer than 10 employees or annual sales of less than $2.5 million).For example, the Department of Agriculture (USDA) must establish a searchable database of peer-reviewed validation studies for use in developing Hazard Analysis and Critical Control Points plans for smaller and very small establishments.The bill increases the maximum federal cost shares for (1) state meat and poultry inspection programs (from 50% to 65%), and (2) the Cooperative Interstate Shipment (CIS) program (from 60% to 80%).&nbsp;The CIS program allows state-inspected facilities to operate as federally-inspected facilities and ship their products in interstate commerce and internationally.Additionally, USDA must conduct outreach to states that have meat and poultry inspection programs, but do not participate in the CIS program. The bill also allows certain establishments with up to 50 employees (currently up to 25 employees) to participate in the program.USDA must also award grants to increase resiliency and diversification of the meat processing system, including activities that support (1) the health and safety of meat and poultry plant employees, suppliers, and customers; (2) increased processing capacity; and (3) the resilience of the small meat and poultry processing sector.Further, the bill establishes a grant program for meat and poultry processing career training programs,&nbsp;including structured apprenticeships.
