The main changes affect how private agents and attorneys operate. First, the VA will now tell every veteran filing a claim that free help is available through Veterans Service Organizations, and will maintain a public website listing all accredited representatives. Veterans will also see warnings on VA websites about potential fees they might be charged. Second, the bill allows agents and attorneys to charge fees for helping with initial claims for the first time—previously, they could only charge for appeals. However, there are important restrictions: they can't charge fees for claims involving presumed service-connected disabilities or for active-duty service members, and they can't charge if another representative from their organization already charged for the same case. Third, agents and attorneys who want to charge fees must pay the VA up to $500 for recognition, and they must file copies of their fee agreements with the VA so the government can audit them.

The bill also adds new grounds for suspending or removing an agent or attorney's recognition. The VA can now take action against representatives who mishandle personal information, sell veteran data, have undisclosed financial relationships with medical providers they refer veterans to, or use overseas call centers for marketing. Additionally, veterans can report non-accredited people who charged them fees through a new VA reporting system, which helps the government track unauthorized practitioners. The VA has 180 days to review and report back to Congress on how well the current system for recognizing agents and attorneys is working.
