# Foreign Military Sales Reform Act of 2025

This bill makes it easier for the U.S. government to sell weapons and military equipment to foreign countries without having to notify Congress first. Right now, when the government wants to sell military gear to another country, it has to tell Congress if the sale reaches certain dollar amounts—think of these as warning thresholds that trigger oversight. This bill raises those thresholds significantly, meaning bigger weapons deals can happen with less congressional involvement.

Specifically, the bill increases the dollar amounts that trigger congressional notification. For example, one threshold jumps from $14 million to $23 million, another from $50 million to $83 million, and the largest goes from $300 million to $500 million. This means a weapons sale could be worth hundreds of millions of dollars more before Congress even gets a heads-up about it. The practical effect is that the State Department and the President have more freedom to approve military sales to allied nations without having to wait for Congress to review or object to the deals.

The bill also includes safeguards to prevent government employees from trying to work around these thresholds by breaking up one large sale into multiple smaller ones to avoid triggering congressional review. It prohibits federal employees from intentionally structuring deals this way and imposes penalties—including permanent job loss and $100,000 fines—on State Department employees caught doing it. The bill also requires the State Department's Inspector General to report to Congress on any attempts to circumvent the new thresholds through such structuring schemes.
