# Understanding the Research Advancing to Market Production for Innovators Act

This bill is designed to help small businesses turn their research ideas into actual products and services that people can buy. It focuses on two federal programs—SBIR and STTR—that give money to small companies to develop new technologies. Think of it as trying to smooth the path from "interesting idea" to "product on the market."

The bill makes several practical changes to how these programs work. First, it speeds up the review process for grant applications by cutting the decision timeline from one year to 180 days, so companies get answers faster about whether they'll receive funding. More importantly, when experts review applications, they'll now specifically look at whether the technology can actually be sold and used in the real world, not just whether the science is sound. Each review will include at least one person with business experience who can assess commercial potential. The bill also creates a new role in each federal agency—a "Technology Commercialization Official"—whose job is to help companies figure out how to actually get their inventions to market and to connect promising technologies with potential buyers.

The bill increases the money available for business support services. Companies receiving Phase I grants (early-stage research) can now use up to $6,500 for help with things like market research, business planning, and cybersecurity. Phase II recipients (more developed projects) can use up to $50,000. These funds can go toward hiring consultants, training staff, or taking courses like the Innovation Corps program, which teaches entrepreneurs how to validate whether customers actually want their product. Additionally, the bill allows companies to use these funds more flexibly—they can hire their own staff to do this work rather than being forced to use pre-approved vendors.

Finally, the bill creates a tracking system to measure whether these programs actually work. Every year, the Small Business Administration will report on what happens to companies that receive multiple grants—how many jobs they create, how much revenue they generate from new products, how much additional investment they attract, and whether they get acquired or go public. This helps Congress and the public see whether the money spent on these programs is actually helping small businesses succeed.
