This legislation aims to change that by offering financial incentives to companies that build or expand circuit board manufacturing facilities in America.

The bill creates two main programs to encourage domestic production. First, it offers a 25 percent tax credit to any business that purchases circuit boards manufactured in the United States. So if a company buys $1 million worth of American-made circuit boards, they get a $250,000 tax credit. This makes American-made boards more price-competitive compared to foreign alternatives. Second, the bill establishes a federal grant program run by the Department of Commerce that can award up to $300 million per project to companies willing to build or expand circuit board manufacturing facilities here. These grants can cover construction costs, equipment, workforce training, and ongoing operational expenses.

To qualify for federal funding, companies must demonstrate they have a realistic plan to sustain their operations without continued government support and must commit to training workers and creating job opportunities for economically disadvantaged people. The bill gives preference to small businesses, minority-owned businesses, women-owned businesses, and companies that partner with colleges and universities for workforce training. However, foreign companies or entities controlled by foreign governments cannot receive these funds. The government also includes "clawback" provisions—if a company receives funding but fails to complete its project on schedule or engages in technology sharing with foreign entities of concern, the government can recover the money.
