Specifically, it says that no matter what the current formula calculates, Hawaii doctors' payment rates can't go below a certain threshold (called a "work geographic index" of 1.5). Think of it like this: if the normal formula would say "pay Hawaii doctors at 70% of the standard rate," this bill says "no, you have to pay them at least at the 1.5 level," which is higher. This ensures Hawaii doctors receive more reasonable compensation for their services.

The practical effect is that Medicare will pay more money to doctors practicing in Hawaii, which could help attract and keep doctors in the state and ensure patients have better access to medical care.
