The WIRELESS Leadership Act is designed to speed up how quickly wireless companies can build and expand their networks across the country. Right now, states and local governments have a lot of power to slow down or block wireless infrastructure projects like cell towers and antennas. This bill takes away much of that power.

Under this law, states and cities can no longer give special treatment to some wireless companies over others—everyone has to be treated equally. They also can't make it overly difficult or expensive to get approval for wireless projects. However, local governments aren't completely powerless. They can still set reasonable rules about engineering safety, how towers look, and can charge fair fees to review applications and use public property. The key change is timing: if a local government doesn't make a decision on a wireless project within a set deadline, the project is automatically approved. This prevents cities and states from using delays as a way to block projects they don't want.

In practical terms, this means wireless companies will likely be able to build out 5G networks and expand coverage faster, especially in areas where local governments have been reluctant to approve new infrastructure. For consumers, this could mean better cell service reaches more places more quickly. For local communities, it means less control over how their neighborhoods look and develop, though they still have some say through safety and aesthetic standards.

Winning the International Race for Economic Leadership and Expanding Service to Support Leadership Act or the WIRELESS Leadership Act This bill limits the authority of a state or locality to regulate the placement, construction, or modification of personal wireless service facilities. The bill revises the prohibition on states or localities discriminating among providers of a personal wireless service to state that providing exclusive or preferential use of facilities to a particular class of providers is prohibited. However, states or localities may establish reasonable and nondiscriminatory requirements for engineering standards, safety, and aesthetics. They may also charge reasonable, cost-based fees for (1) reviewing requests to place, construct, or modify personal wireless service facilities; or (2) using property owned or managed by the state or locality for placing, constructing, or modifying a facility. Additionally, states and localities must respond to requests to place, construct, or modify facilities by specified deadlines. If a decision is not made by the deadline, the request is deemed to be approved.
