# Understanding the REPORT Act

This bill requires the President to be transparent and give advance notice whenever they change tariffs—the taxes the government puts on imported goods. Right now, the President has broad power to raise or lower tariffs quickly in emergency situations without much explanation. This bill says that before any of those tariff changes take effect, the President must publish a detailed explanation in the Federal Register (the government's official record) at least 48 hours in advance. So if the President decides to slap a new tariff on steel or reduce one on electronics, Americans and businesses would get two days' notice along with a clear explanation of why the change is happening.

The bill also requires the U.S. Trade Representative to brief Congress within a week of any tariff change. This means the House Committee on Ways and Means and the Senate Committee on Finance—the groups responsible for trade policy—would get a formal explanation of what the President did and the reasoning behind it. Essentially, the bill creates a speed bump and a paper trail for tariff decisions that currently can happen with minimal public warning.

For everyday people, this matters because tariff changes affect prices. When the government taxes imported goods more heavily, companies often pass those costs to consumers, making products more expensive. When tariffs drop, prices might fall. By requiring advance notice and explanation, this bill gives businesses, workers, and the public a chance to understand and potentially respond to these changes. It also gives Congress more visibility into what the President is doing with trade policy, though it doesn't actually give Congress the power to block the changes—it just requires them to be informed and explained.
