This bill says that any collection of parts specifically designed to be assembled into a gun must be treated the same as buying a completed firearm—meaning buyers would need to pass a background check. The bill also creates a new category of regulated weapons called "armor-piercing, concealable weapons" that fire ammunition capable of penetrating police body armor. These weapons would require federal registration and licensing, similar to other heavily regulated firearms. People who already own these weapons would have 18 months to register them with the federal government.

Second, the bill requires the federal government to immediately notify state and local law enforcement whenever someone is denied a gun purchase through the background check system. Currently, when someone fails a background check, that information often stays in federal databases without reaching local police who might want to investigate why that person tried to buy a gun. Under this bill, the Attorney General must report denied purchases to state and local authorities within 24 hours, giving police the chance to follow up if someone repeatedly tries to obtain firearms illegally.

Finally, the bill requires the Attorney General to submit annual reports to Congress detailing how many people were denied guns, how many of those cases were investigated, and how many resulted in arrests or convictions. The bill also codifies the 2018 federal ban on bump stocks—devices that make semi-automatic rifles fire like machine guns—into law, making it permanent rather than just a regulatory rule that could potentially be reversed.

Protecting Our Communities Act This expands the types of parts, weapons, and devices that are subject to regulation under federal firearms laws. The bill also establishes a notification requirement following a firearms-related background check that results in a denial. Specifically, the bill <ul> <li>	includes as a firearm any combination of parts designed or intended to be used to convert a device into a firearm and from which a firearm may be readily assembled; </li> <li>	adds armor-piercing, concealable weapons to the list of firearms subject to regulation under federal firearms laws; and </li> <li>provides statutory authority for the regulation issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives to classify bump-stock devices as machine guns for the purposes of federal firearms laws. </li> </ul> Additionally, the bill requires the Department of Justice to notify state and local law enforcement authorities following a firearms-related background check that results in a denial.
