# Understanding the Coastal Broadband Deployment Act

This bill makes it easier and faster to build internet infrastructure in flood-prone coastal areas by removing certain environmental and historical review requirements. Specifically, when a company wants to install or upgrade broadband equipment (like cell towers, fiber optic cables, or wireless antennas) entirely within a floodplain—areas that regularly flood or are at high risk of flooding—they won't have to go through two major federal review processes that normally apply to such projects.

The first exemption removes the requirement for an Environmental Impact Assessment under the National Environmental Policy Act. Normally, when the federal government approves a major project, it must thoroughly study how that project might affect the environment, wildlife, water quality, and other natural resources. The second exemption removes requirements under the National Historic Preservation Act, which typically requires projects to consider how they might impact historical sites, archaeological areas, or culturally significant locations. These reviews can take months or even years and add significant costs to broadband deployment projects.

The bill's supporters argue this streamlines the process for getting internet service to coastal communities that need it, particularly in Florida where the bill's sponsors are from. However, critics might worry that skipping these reviews could mean environmental damage or harm to historic sites goes unexamined. The practical effect is that broadband companies can build faster in flood zones, potentially bringing better internet access to underserved areas more quickly, but with less formal oversight of potential environmental or cultural consequences.

Coastal Broadband Deployment Act This bill excludes projects to deploy or modify certain transmitting devices, towers, antennas, or other communications facilities from specified environmental and historic preservation reviews if the project is carried out entirely within a floodplain (the lowland and relatively flat areas adjoining inland and coastal waters).In particular, it specifies such projects are not considered major federal&nbsp;actions under the National Environmental Policy Act of 1969 or undertakings under the National Historic Preservation Act. This excludes the projects from relevant reviews required under those acts.
