# Understanding the Manufactured Housing Community Preservation Act

This bill creates a federal grant program to help nonprofits, government agencies, and resident groups buy and maintain manufactured housing communities—those neighborhoods where people own mobile homes but rent the land they sit on. The goal is to keep these communities affordable and well-maintained for the people who live there.

Here's the practical problem this addresses: manufactured housing communities are often owned by investment companies that buy them to make profits. When that happens, lot rents (the monthly fees residents pay to park their homes) can skyrocket, sometimes forcing long-time residents out. This bill tries to prevent that by giving money to nonprofits and resident organizations to purchase these communities themselves, keeping them stable and affordable. If a nonprofit buys a community with this grant money, they have to promise to keep it running as affordable housing for at least 20 years and cap annual rent increases at the inflation rate plus 7 percent—much lower than what profit-focused owners might charge.

The program would provide up to $2 million per community (or $20,000 per home lot, whichever is less) to eligible organizations. Recipients would need to match the federal money with their own funds from state, local, or private sources. The grants can be used to buy communities, make improvements to common areas, or remove and replace dilapidated homes. The bill prioritizes funding for low-income areas and communities that haven't received grants recently, and it requires the Department of Housing and Urban Development to report annually on how the program is working. Congress would need to approve $100 million per year from 2022 through 2026 for this program to actually operate.

Manufactured Housing Community Preservation Act of 2021 This bill requires the Department of Housing and Urban Development to award grants to nonprofit organizations, public housing agencies, and other entities for&nbsp;the preservation of manufactured housing communities. Such funds may be used to (1) acquire and preserve manufactured housing communities; (2) make improvements to common areas and community property in such communities; and (3) demolish, remove, and replace dilapidated homes in such communities. A grantee that uses funds to acquire a manufactured housing community must agree to maintain the community for at least 20 years.
