# What the Sovereign States Emergency Management Act Actually Does

This bill would eliminate FEMA (the Federal Emergency Management Agency) and replace it with a new system where states receive fixed amounts of money to handle their own disaster relief and emergency management. Instead of a federal agency coordinating disaster response across the country, each state would get a lump sum of federal funding and be responsible for deciding how to spend it on preparedness, response, and recovery from natural disasters.

The transition would happen over two years, giving states time to prepare for the shift. The Treasury Department would create a formula to determine how much money each state receives based on factors like population size, how often disasters have hit that state over the past 20 years, geographic risks (like whether it's in an earthquake zone or hurricane-prone area), and how economically disadvantaged the state is. States could use this money for training emergency responders, buying equipment, responding to disasters when they happen, and projects that reduce future disaster damage. They'd also have to submit plans each year explaining how they'll use the money and report back on results.

The practical impact would be significant. Currently, when a major disaster strikes, FEMA coordinates the federal response, deploys resources from across the country, and handles much of the logistics. Under this system, each state would be on its own to manage disasters with whatever funding it receives. Wealthier states with fewer historical disasters might receive less money, while states that frequently experience hurricanes, floods, or earthquakes would get more. However, if a state faces an unusually severe disaster that exceeds its annual funding, it's unclear how it would get additional help. The bill is set to expire after four years, suggesting it might be a temporary experiment rather than a permanent change.
