This bill creates a new type of tax-advantaged savings account called a MAGA account, designed specifically for children. Think of it as similar to a 529 college savings plan, but with some different rules and purposes. Parents or guardians can open these accounts for children under age 8 and contribute up to $5,000 per year (adjusted for inflation). The money grows tax-free, and when the child turns 18, they can start withdrawing it without paying taxes on the original contributions.

The real benefit kicks in when the money is used for specific purposes. If the account holder uses the funds for college, trade school, starting a small business, or buying their first home, the investment gains are taxed at the favorable capital gains rate rather than regular income tax rates. However, if someone withdraws money for other reasons before age 30, they'll face a 10% penalty on top of regular income taxes. The account automatically closes when the beneficiary turns 31, and any remaining money is distributed and taxed as regular income.

The bill also includes a one-time $1,000 government contribution for each eligible child born between 2025 and 2028. If a child doesn't already have a MAGA account when their parent files taxes, the government will automatically create one. Parents can decline this if they prefer. The accounts can only hold certain low-cost, diversified stock investments that track major market indexes—no individual stocks or risky investments allowed. Only one account per child is permitted; having multiple accounts triggers penalties and forced closures.
