# Understanding the Tribal Self-Determination and Co-Management in Forestry Act of 2025

This bill gives Native American tribes a much bigger say in how federal forests and public lands are managed. Right now, the federal government makes most decisions about these lands on its own. This law would change that by requiring the government to work with tribes as partners in managing forests, grasslands, and other public lands that are historically and culturally important to them.

The bill creates two main pathways for tribal involvement. First, federal agencies like the Bureau of Land Management, Fish and Wildlife Service, and National Park Service must develop "Tribal Co-Management Plans" within a year. These plans identify specific activities—like forest restoration, fire prevention, research, or recreational services—that tribes could help carry out on lands connected to their history and culture. Second, the Forest Service can now sign agreements with tribes to let them actually perform these activities. The law requires the Forest Service to enter into at least five such agreements over the next four years, and it provides $50 million in funding through 2030 to support this work.

For tribes, this means real opportunities. They can get paid to manage lands using their traditional knowledge and practices, create jobs for tribal members, and have a voice in decisions affecting their ancestral territories. The law also requires federal employees working on these projects to receive training about tribal history, indigenous knowledge, and the government's trust relationship with tribes. However, the bill includes safeguards—tribes can't be given responsibilities the federal government can't delegate, and any agreements must follow all environmental laws and respect other tribes' rights and existing permits.

For the general public, this could mean better forest management. Tribes have managed these lands sustainably for thousands of years, and their involvement might improve wildfire prevention, ecosystem health, and cultural preservation. The bill also protects public access and doesn't give tribes exclusive use of any areas. Essentially, this law treats tribal expertise as a valuable resource for managing public lands more effectively while respecting tribal sovereignty and historical connections to the land.
