This bill requires Congress to publicly identify which lawmakers are responsible for specific changes made to bills before they become law. Right now, when a committee approves a bill with amendments or changes, there's no requirement to track who proposed those amendments or who added specific provisions. This bill changes that by requiring committee chairs to submit the names of members who contributed amendments or provisions within three days of a bill being approved by their committee or passed by the full House or Senate.

The information would then be added to the official versions of bills as footnotes, so anyone reading the legislation can see exactly which member of Congress is responsible for which amendment or provision. This applies to all bills and joint resolutions, but has special requirements for bills from the most powerful committees—Appropriations, Ways and Means (which handles taxes), and Finance—where committee chairs must identify every member responsible for every provision included in the bill.

The practical effect is increased transparency and accountability. Citizens, journalists, and watchdog groups would be able to trace specific parts of legislation back to the individual lawmakers who championed them. This could make it easier to understand who's pushing for particular tax breaks, spending programs, or regulatory changes. It also means lawmakers would have a clearer public record of their legislative work, which could influence how they vote or what amendments they propose. The bill essentially turns Congress's internal tracking system into a public record that's permanently attached to the laws that get passed.
