# What This Bill Does

This bill would cut off federal funding to graduate medical schools that adopt certain diversity, equity, and inclusion policies. If a medical school wants to receive any federal money—including federal student loans for its students—it would have to certify that it doesn't engage in specific practices related to diversity initiatives.

Specifically, medical schools would need to promise they don't require students, faculty, or staff to state beliefs about systemic racism, that certain groups are oppressed or oppressive, or that people are responsible for historical wrongs committed by others of the same race or ethnicity. Schools also couldn't establish diversity offices, require diversity statements from job applicants or students, or create programs or courses exclusively for students of particular racial or ethnic backgrounds. The bill also requires accrediting agencies that evaluate medical schools to ensure they don't pressure schools to adopt these kinds of policies as a condition of accreditation.

The bill includes some exceptions. Medical schools could still teach about health conditions that affect different groups differently, collect demographic data for informational purposes, and follow existing civil rights laws that prohibit discrimination. Religious medical schools wouldn't be forced to act against their religious beliefs. The bill also says it doesn't restrict free speech, academic instruction, research, student organizations, or guest speakers at universities.

The practical impact would be significant: any graduate medical school that currently has a diversity office, requires diversity statements, or runs programs focused on recruiting or supporting students from underrepresented backgrounds would face losing federal funding unless they eliminate those programs. Since most medical schools rely heavily on federal student loan programs and other federal funding, this would create strong pressure for schools to abandon these initiatives or lose substantial revenue.

To amend the Higher Education Act of 1965 to prohibit graduate medical schools from receiving Federal financial assistance if such schools adopt certain policies and requirements relating to diversity, equity, and inclusion.
