# Understanding the FIRESHEDS Act

The FIRESHEDS Act creates a new framework for fighting wildfires by establishing special "fireshed management areas" in the highest-risk wildfire zones across the country. A fireshed is essentially a landscape-scale region that faces similar wildfire threats, and the bill lets governors request that the federal government work with their states to identify and manage these dangerous areas. Once designated, these areas become priority zones where the federal government can move faster to reduce wildfire risks through fuel removal, prescribed burns, and other prevention work.

Here's what makes this bill significant: it dramatically speeds up the process for getting wildfire prevention projects done. Normally, federal land management projects require extensive environmental reviews and can face legal challenges that delay work for years. Under this bill, fireshed management projects skip the standard environmental review process and get what's called a "categorical exclusion," meaning they can move forward without the usual paperwork and court battles. This is designed to let agencies act quickly in the most dangerous areas before fire season arrives. The bill also limits when people can sue to stop these projects, particularly in areas near homes and communities.

The work itself focuses on proven fire prevention methods: clearing dead and dying trees, removing excess vegetation and small trees that fuel fires, creating firebreaks, and conducting controlled burns. Projects must still follow existing forest management plans and protect old-growth and large trees that help forests survive wildfires. The bill emphasizes working with local communities and resource advisory committees to develop these projects, so decisions aren't made entirely by federal agencies in Washington.

One practical effect is that states can now use revenue from timber sales on these projects to fund more restoration work, keeping money in state coffers rather than sending it to the federal treasury. This gives states more financial incentive to participate. The bill also expands the "good neighbor" authority, which lets states do some of this work directly on federal lands under agreement with the federal government, further streamlining the process.

Forest Improvements through Research and Emergency Stewardship for Healthy Ecosystem Development and Sustainability Act or the FIRESHEDS Act This bill directs the Department of Agriculture (USDA), with respect to National Forest System lands, and the Department of the Interior, with respect to public lands, no later than 90 days after receiving a request from a state, to enter into an agreement with such state to jointly <ul> <li>designate one or more fireshed management areas within such state, and </li> <li>conduct fireshed management projects in such fireshed management areas.</li> </ul> Not later than 90 days after entering into an agreement, the USDA or Interior, as appropriate, and such state shall jointly conduct a stewardship and fireshed assessment. The USDA and Interior shall carry out fireshed management projects in accordance with the timeline and project size limitations included in the stewardship and fireshed assessment. Fireshed management projects shall be categorically excluded from the preparation of an environmental assessment or an environmental impact statement and exempt from the special administrative review process. The bill makes permanent the authority for a state to use revenue from timber sales under a good neighbor agreement for forest, rangeland, and watershed restoration services.
