# Understanding the COMMUTE Act

The COMMUTE Act is about helping cities and states figure out how easy it is for people to reach important places using different types of transportation. Right now, transportation planners often make decisions without clear data about whether their communities can actually access jobs, hospitals, schools, and other essential services by bus, bike, car, or on foot. This bill creates a test program to fix that problem.

Here's what the bill does in practical terms: The federal Department of Transportation will work with a handful of volunteer states and cities to develop detailed maps and data showing how accessible different destinations are for different groups of people. For example, the data would show whether someone without a car can reach a job center in 30 minutes using public transit, or whether a low-income neighborhood has safe sidewalks connecting to bus stops. The program will measure access to jobs, healthcare, childcare, schools, affordable housing, and grocery stores—basically all the things people need to get to regularly. Importantly, the data will break down these measurements by income level, race, age, disability status, and location, so planners can see which communities are being left behind.

The goal is to give transportation planners better information when they decide where to build new roads, bus routes, or bike lanes. Instead of guessing, they'll have concrete data showing which investments would actually improve people's ability to reach essential services. The bill also requires that the methodology be open source, meaning other communities can use the same approach, and the data gets shared with local governments and researchers. After five years, the Department of Transportation will report back to Congress on whether this approach works well enough to expand it nationwide. For everyday people, this could eventually mean transportation decisions are based on real evidence about what communities actually need rather than politics or tradition.

Connecting Opportunities through Mobility Metrics and Unlocking Transportation Efficiencies Act or the COMMUTE Act This bill directs the Department of Transportation to establish an accessibility data pilot program. The purpose of the pilot program is to develop or procure an accessibility data set and make such data available for states and metropolitan or rural planning organizations to improve their transportation planning by <ul> <li>measuring the level of access to important destinations such as jobs, health care facilities, child care services, educational and workforce training facilities, affordable housing, and food sources;</li> <li>disaggregating the level of access by multiple transportation modes by a variety of population categories, including minority populations;</li> <li>assessing the change in accessibility that would result from new transportation investments; and</li> <li>providing data necessary to prioritize transportation investments that will improve access by all modes of travel.</li> </ul>
