The amendment includes a few exceptions. During wartime, when Congress declares war, the debt limit can be waived entirely. Additionally, if the country faces a serious military threat that Congress formally declares through a joint resolution, they could temporarily exceed the debt limit, but only by the specific amount needed for that military conflict. The President would also be required to submit budgets that stay within these debt limits.

This is a significant proposal because it would fundamentally constrain the government's ability to spend money on everything from Social Security and Medicare to infrastructure and defense. Supporters argue it would force fiscal responsibility, while critics worry it could force severe cuts to government programs or make it impossible for the government to respond to emergencies and recessions when spending is needed most.
