# Plain Language Summary: Minority Entrepreneurship Grant Program Act of 2025

This bill creates a new federal grant program designed to help minority students start and grow businesses while they're in college. The Small Business Administration will give grants of at least $250,000 each to colleges and universities that serve large numbers of minority students—including historically Black colleges, Hispanic-serving institutions, tribal colleges, and similar schools. These schools will use the money to create or expand programs that teach minority students how to become entrepreneurs and business owners.

The grants will pay for practical business support services like free legal advice, accounting help, marketing training, networking opportunities, and assistance with getting startup capital. Schools can also use the funds to help students who already have businesses expand them. The goal is to remove barriers that minority students often face when trying to start companies, giving them access to expert guidance and resources they might not otherwise afford. The bill sets aside $50 million total for this program.

Schools that receive grants must report back to the government twice a year with details about how many students they helped, how many new businesses were created, and information about the students served broken down by gender, race, and ethnicity. The Small Business Administration will then submit annual reports to Congress showing the program's overall impact. Additionally, the bill creates an advisory board made up of business experts and entrepreneurs to recommend ways that colleges can better support minority-owned businesses. This advisory board will submit its recommendations to Congress within 18 months of the bill becoming law.
