This bill makes it easier for federal agencies and private companies to get around protections for endangered species when they claim national security or economic concerns are at stake. Right now, the Endangered Species Act has a process where projects that would harm endangered animals can only be exempted in very limited circumstances. This bill expands those circumstances significantly.

Here's the practical impact: Under current law, if a federal agency wants to do something that would hurt an endangered species—like building a dam, highway, or military installation—they have to prove there's no other way to do it. This bill adds a new escape route. Now agencies can also get an exemption if they argue that protecting the endangered species would either hurt national security or cause significant economic damage to a region. The bill requires the National Security Council and the Director of the National Economic Council to weigh in on these claims, but it doesn't set a high bar for what counts as "significant" economic impact.

Environmental groups worry this change would make it much easier to approve projects that harm endangered animals by simply claiming economic hardship. To amend the Endangered Species Act of 1973 to expand the exemption process under section 7 of that Act with respect to national security and significant adverse national or regional economic impacts.
