# Veterans Education Assistance Improvement Act: What It Does

This bill makes several changes to how the Department of Veterans Affairs handles education benefits for veterans. The changes are designed to make the system work better for veterans using the Post-9/11 GI Bill and for the schools that serve them.

The most direct benefit for veterans involves housing payments during their final semester of school. Right now, if a veteran is enrolled in their last semester part-time (taking fewer than half the normal course load), they don't get the full monthly housing stipend that full-time students receive. This bill changes that rule so veterans get paid the full housing allowance even if they're finishing up their degree with just a few remaining classes. This matters because many veterans take their final semester part-time while wrapping up their studies or starting new jobs. The change takes effect for semesters starting on or after August 1, 2023.

The bill also adds protections for both veterans and schools when the VA makes changes to education rules. Schools will now get two business days' notice before the VA conducts compliance surveys (up from one business day), giving them a bit more time to prepare. More importantly, when the VA creates new rules affecting education benefits, it must notify students, schools, and Congress, and then wait 180 days before implementing those rules. This gives everyone time to understand and prepare for major changes rather than having new rules suddenly take effect. Additionally, schools that meet VA standards can now get multi-year waivers instead of having to reapply every year, reducing paperwork and giving schools more stability in their relationship with the VA.
